Ringwraith parties, prize presentations and many more big events for the Black Riders, their Master and their allies are held here. No Elves, Fairies, Dwarves, Rangers, Halflings or Wizards are allowed. The Hall is currently empty, though it is painted black and has no windows, as it will be decorated according to the type of event that will be held here.

I think theres enough of us now to have a party. A celebration of all that is evil. A chance to get to know one another better. Let us toast the new arrivals. ( not literally ;D)

Mihkuia of the Flames, watching from the inside of the nearest torch, appears and cracks up. "Oh you people make me laugh!" she manages to gasp out between giggle fits. Then she fashions herself a guitar out of fire and begins to play various hard rock songs on it that she has learned from Kiavrei...

some of you may be interested in a chapter of a book I just read "Ringwraith etiquette":
Chapter eight - Behaviour at social gatherings
There are strict codes governing the behaviour of wraiths at parties. It is important to establish what is acceptable behaviour and what is not. Acceptable behaviour
Playing deafeningly loud rock music Moshing / headbanging / crowdsurfing Shouting, screaming, swearing a lot Drinking excessive amounts of alcohol (till your sick) Eating excessive amounts esp. raw meat (till your sick) Trashing the place Fighting
Unacceptable behaviour
Turning up in white Playing loud pop music Dancing like your parents Talking to elves, hobbits, fairies, etc. Sipping soft drinks Picking at the savoury nibbles Using the bathroom Tidying up after yourself

In the middle of attemting to produce voices out of her flaming guitar - which she's already managed three different sets of drums on, only she knows how - Mihkuia cracks up again. Between giggles, she says, "That book is too funny! ... (giggles again) ... And anyway it's not true! ... (giggles again) ... Read section fourteen!" Turning to that section, you find:
In the Case of a Formal Ball or Other Polite Occasion
Generally it is advised that a wraith show up in reasonably clean robes and drink only watera nd eat only very smal amounts of food. This is because at formal balls the food is usually poisoned and the alcohol usually drugged, since it is a prime opportunity for some petty annoyed noble to off some other petty annoyed noble through subtle means. The playing of loud rock music is unadvised, as it is quite acceptable at formal parties to light someone on fire if they make too much noise. However, if you play within the rules, it can be quite entertaining to watch all the nobles drop dead like a line of dominoes.
